Overall Objectives of the Consultancy

The consultancy aims to conduct a comprehensive baseline and market systems assessment to understand the current operation of local markets in MMC, Jere, and Konduga LGAs. The assessment will:

  • Identify key market actors and structural challenges.
  • Provide evidence-based, gender-sensitive recommendations for reactivating and reorganizing local markets.
  • Integrate gender equality, women’s economic empowerment, GBV risk reduction, and social inclusion throughout all stages.
  • Examine participation and access for women, men, youth, persons with disabilities, IDPs, and host communities.
  • Identify barriers limiting participation of marginalized groups and propose practical strategies for inclusive, safe, and equitable market systems.

Specific Objectives

  1. Establish a baseline understanding of the structure, functionality, and accessibility of local markets in MMC, Jere, and Konduga LGAs.
  2. Map market actors including traders, producers, transporters, input suppliers, and financial actors, disaggregated by sex, age, and disability.
  3. Identify gender-specific barriers affecting women’s participation in market systems, such as access to capital, mobility restrictions, governance participation, safety concerns, and unpaid care burdens.
  4. Analyze existing GBV risks in market environments, including harassment, unsafe infrastructure, and harmful gender norms.
  5. Assess opportunities for women’s economic empowerment and inclusive livelihood pathways.
  6. Examine roles, agency, and decision-making power of women and marginalized groups in market governance and value chains.
  7. Understand pricing mechanisms for key products and distribution systems.
  8. Assess physical infrastructure, security, and governance influencing market operations.
  9. Generate evidence-based, gender-responsive recommendations for inclusive market reactivation and reorganization, focusing on women’s participation, safety, leadership, resilience, and economic recovery.
  10. Organize a stakeholders’ validation workshop to review findings.

Scope of Work / Deliverables

The consultant will work under the guidance of NADA’s Project Coordinator and Chief of Operations to conduct a gender-responsive market assessment. Responsibilities include:

  • Preparing a detailed work plan and methodology ensuring meaningful participation of women, youth, and marginalized groups.
  • Leading and managing the research team following ethical standards, PSHEA, and do-no-harm principles.
  • Conducting participatory, gender-sensitive data collection and ensuring data quality.
  • Analyzing data to identify gendered patterns of access, participation, and benefits within market systems.
  • Producing reports with recommendations on gender equality, women’s economic empowerment, social inclusion, and market safety.
  • Facilitating a validation workshop with key stakeholders.
  • Ensuring ethical standards and safe participation of women, youth, and vulnerable groups.
  • Preparing and submitting a final report with actionable, context-specific, gender-responsive recommendations for market recovery in conflict-affected areas.

Location of the Study

The study will focus on three LGAs in Borno State: MMC, Jere, and Konduga. This includes:

  • MMC: 5 communities
  • Jere: 6 communities
  • Konduga: 4 communities

The assessment will explore all local markets within these communities. Inhabitants are predominantly Kanuri, Shuwa, and Hausa-speaking.

Reporting and Deliverables

The consultant will provide a structured report highlighting gender-specific insights and actionable strategies:

  1. Inception Report: Study methodology, gender-responsive data tools, initial desk review findings.
  2. Interim Report: Preliminary field analysis and key findings.
  3. Draft Final Report: Comprehensive findings with actionable recommendations for gender-transformative market interventions.
  4. Final Report: Refined version incorporating feedback from stakeholders and validation workshops.

Consultant Profile and Requirements

Educational Qualification:

  • Master’s degree in Economics, Agricultural Economics, Business Administration, Gender and Development Studies, or related field.

Professional Experience:

  • Minimum 3 years in market systems analysis, value chain assessments, or related economic research in conflict-affected areas.
  • Experience in participatory research and gender-sensitive data collection.
  • Understanding of Northeast Nigeria, specifically Borno State.
  • Strong knowledge of gender dynamics, women’s economic empowerment, and barriers to market participation.
  • Excellent analytical, writing, and presentation skills in English; proficiency in Hausa and/or Kanuri mandatory.
  • Experience with international NGOs or donor-funded projects preferred.
